La grave dipendenza da Internet è diventata un'epidemia che ha infettato i giovani della nazione, portando infine alla loro estrema dipendenza dal world wide web. Coloro che sono andati troppo oltre vengono iscritti all'Elite Reeducation Academy per aiutarli a diventare adulti di successo. Hibiki è uno di questi adolescenti che si risveglia nella struttura ignaro di come sia arrivato lì. Apprende dal capo istruttore che è stato messo fuori combattimento e portato a scuola per volere di sua madre, preoccupato di quanto belligerante stesse diventando suo figlio a causa della sua dipendenza da Internet. Bloccato in un luogo più simile a una prigione che a un'accademia, e senza scampo agli abusi degli istruttori, Hibiki decide di porre fine alla sua vita saltando dal tetto. Ma come vuole il destino, incontra un uomo misterioso di nome Shin che promette di dare un senso alla sua vita...

In un laboratorio segreto un soggetto altamente pericolo riesce a liberarsi e fuggire, compiendo durante questa operazione una vera e propria strage. Fortunatamente viene colpito e ferito alla testa, perdendo almeno in parte la memoria. Arriva su una spiaggia e viene soccorsa dal protagonista e una sua amica d'infanzia. Si trovano infatti davanti una ragazza ferita alla testa e nuda, non in grado di parlare e con delle strane protuberanze al posto delle orecchie. In un'ambientazionee steampunk vi sono figure storiche e letterarie quali: Arsène Lupin, Abraham Van Helsing, Victor Frankenstein, Impey Barbicane e il Counte di Saint-Germain. La protagonista, Cardia, vive isolata dal mondo, esaudendo l’ultima promessa fatta a suo padre. Abita in un palazzo in stato di semi-abbandono, nei pressi di Londra. Il suo corpo produce un veleno letale, il contatto con la sua pelle fa marcire o liquefare ogni cosa, per questo la popolazione locale la considera un mostro. La ragazza ricorda solo di aver avuto una conversazione con suo padre due anni orsono, nella quale il genitore le intimava di restare sempre nascosta e di non innamorarsi mai per nessun motivo. Un giorno il suo isolamento viene interrotto da un’improvvisa irruzione delle guardie reali, venute a catturarla. The next day, Mahmut is called into the Divan to discuss the Balt-Rhein Empire's demands after an empire minister, Franz, is found dead at Türkiye's border.
