Elliot Brindle (Mark Webber), mite coordinatore di servizi sociali, è in procinto di sposare la fidanzata nonostante stia affogando nei debiti. Una misteriosa telefonata lo informa però che le telecamere nascoste di un game show lo stanno riprendendo e che per vincere il milionario premio in palio deve portare a termine tutti i 13 compiti che gli verranno assegnati: ad ogni compito assolto man mano il denaro gli verrà accreditato sul conto. Subito dopo le prime due semplici istruzioni, il suo conto in banca comincia a lievitare e, seppur scettico, Elliot continua il gioco. Man mano che va avanti i compiti diventano sempre più estremi ed Elliot si ritrova intrappolato in orrori guidati da spettatori invisibili che lo conducono fino ad un devastante punto di non ritorno.

Jon Baker (Shepard) e Frank “Ponch” Poncherello (Peña) entrano a far parte della California Highway Patrol (CHP) di Los Angeles, spinti da motivazioni diverse. Baker è un ex motociclista professionista che si è arruolato per rimettere apposto la sua vita e il suo matrimonio. Poncherello è un agente federale sotto copertura piuttosto arrogante, che ha il compito di scoprire se una recente rapina multimilionaria è stata compiuta da agenti della CHP. La recluta inesperta e il temprato professionista fanno squadra, ma si scontrano di continuo: perciò dar vita ad una collaborazione è più facile a dirsi che a farsi. Ma l’abilità da motociclista di Baker e la conoscenza delle strade di Ponch potrebbero funzionare… se non fosse che si complicano la vita a vicenda.

Bruce Banner si è nascosto in una labirintica favela del Brasile, dove lavora in una fabbrica che imbottiglia bibite al guaranà e conta i giorni "senza crisi", allenandosi a mantenere basse le pulsazioni cardiache agendo sulla respirazione e sul rifiuto delle provocazioni. Sono più di cento giorni che vive così, reprimendo gli impulsi del corpo e gli slanci del cuore, che è rimasto negli Stati Uniti, accanto alla dottoressa Ross. Ma basta una goccia di sangue, perduta involontariamente, a innescare la fine o, per essere più precisi, un nuovo inizio. La macchina da guerra americana, guidata dal generale Ross, è immediatamente sulle sue tracce. Braccato, Bruce non può che cedere alla sua nemesi, strapparsi le vesti e trasformarsi nel gigante verde.
